ANSU dictates on Press functioning
ITANAGAR, May 19: All Nyishi Students Union has dictated that the office of the Sentinel Arunachal be shifted out from Capital Region and Nyishi inhabited belt and president of the Arunachal Press Club and CEO of the newspaper in question Jarpum Gamlin resign from his post as president of the club.
The diktat came a day after the Times of India issued an apology to the people of the state for its objectionable remarks that was published in its web edition of May four about the Nyishi tribe wherein the news item stated that Nabum Tuki, PCC president and PWD minister, considered to be the favorite candidate for Chief Minister ship belong to “Nyishi tribe which doesn’t enjoy good rapport among other tribes”.
The Union further in an ultimatum to state Chief Secretary demanded that Pradeep Thakur, the journalist who is credited to have written the piece be arrested within 48 hours and clarify on what basis the story was filed.

The press fraternity has said that such ludicrous demands from any organization with an intension to curb the freedom of press are uncalled for and unacceptable.
The press fraternity further called on the right minded organizations and individuals to debate amongst themselves on the validity of the demands made by the ANSU to shift the office of Sentinel out of the Nyishi belt in a tribal state like Arunachal which is home to dozens of tribes.
Remains of Khandu immersed in Dikrong
ITANAGAR, May 19: The ashes from the mortal remains of Late Chief Minister Dorjee Khandu were immersed at Dikrong River near Doimukh today according to the Buddhist rituals.

Apart from immersion in the rivers of the state, the ashes would be used and put in Chorten – Buddhist Stupas to be constructed in various places in the state as a mark of respect to the departed leader.

ITANAGAR, May 19: In a classic example of getting caught between the sea and the devil, Arunachal Press Club (APC) President Jarpum Gamlin today urged the press fraternity of the state to accept his resignation owing to allegations on him of being responsible for the inflammatory report in Times of India of May 4.
Earlier, Gamlin had submitted his resignation on May 13 following a letter seeking clarification from him for the ToI report from All Nyishi Students’ Union (ANSU) but members of APC and the Arunachal Pradesh Union of Working Journalists (APUWJ) had refused to accept it. But now, he said, his resignation has become all the more necessary with the latest demand for it coming from ANSU.
Standing by his decision to quit, Gamlin, however, said that he has been crystal clear in his dealings as the APC president and regretted that the press and its members were forced to go through a ‘rough time’ because of him, that too without his fault.
Citing one of the allegations on him that he had unilaterally restricted publication
of a certain news, Gamlin said that it was an unfortunate assumption. He said that
it was a unanimous decision keeping in mind the sensitiveness of the matter. There
was no intent to hurt the sentiments of the Nyishis or challenge the authenticity
of ANSU, he added. “It is unfortunate that unanimous decisions of the house were
squarely put on me as ‘dictatorial decision’ in public when the heat turned-
Responding to another allegation that the newspaper owned by him did not carry the report of the ANSU rally organized against the ToI report on May 13, he clarified that owing to ‘hostile’ situation, offices of his newspaper was closed from May 9 to May 14. Therefore, there was no issue of The Sentinel Arunachal on that day, he pointed.On a sentimental note, the APC President expressed anguish for being singled out by ANSU.
“I too belong to a community that originated from Abotani. How can I think ill or act against the interest of the Nyishis?” he questioned.
Gamlin further reminded that he had been coordinating with Nyishi organizations in social activities.
“I had participated in a mock interview for APCS aspirants of Nyishi community here at the Science Centre. Later in a function at Nyikum Niya Hall, Nirjuli I was felicitated by the Nyishi Elite Society (NES). As far as Pradeep Thakur, the root of all the woes, is concerned, I need to clarify that I don’t know the person, never talked to him and even don’t know that he exists,” he added.
AAPPTF demands action after accident
ITANAGAR, May 19: The Secretary General of All Arunachal Pradesh Public Transport Federation (AAPPTF) Dobing Sonam has met with major accident at Chevrolet Car Showroom, Near Shiv Mandir yesterday. AAPPTF in a meeting held in its office at Papu Nallah, Naralagun today alleged that the accident occurred due to negligence on the part of the owner of the Showroom. Dobing reportedly dashed upon the glass door of the showroom and received multiple injuries and is recuperating in a city hospital. Questioning the security and safety of customers, the Union alleged that there is no first aid box to tackle such emergency cases, no attendant, security guard and chowkidar at exit and entrance gate of the showroom.
It urged the proprietor to take up necessary precaution in the showroom to avert such incident in near future.

SEPPA, May 19: Various developmental activities and law and order issues were reviewed in a coordination meeting held by East Kameng Deputy Commissioner Tope Bam with all heads of department of the district at Kameng Hall, Seppa on May 18.
Addressing the meeting, Bam urged the HoDs to put forward their constructive suggestions for smooth functioning of the depts. He also stressed on collective efforts with accountability as Govt. servants. He further urged the heads of the department to ensure that their staffs stay at their posting place and obtain permission from the concerned administrative officers before leaving the station.

Trench/ fishpond: For construction of fish pond/trench, the topsoil is deposited
in the area selected for paddy cultivation to elevate the bed of the paddy plot.
The rest-
The perimeter dyke is to be constructed in such a way that it can resist the water
current, withstand weather conditions and can give protection to the cultured fish
stock. To maintain desired water level in the pond water inlet and out let may be
constructed with provision for preventing the escaping of cultured fish and also
preventing the entry of unwanted organisms to the fishpond from the out side. Site
should be medium deepwater (upto 50 cm water depth) low land. However, 10-
- It should be free from heavy flooding.
- Farm having clay soil with shaped field with and area for half to one hectare for more is desirable.
Production methodologies
Perimeter trench type: Fish pond/ trench of this type are dug out when the plot is centrally elevated. The trench size should be 1/5th of the total area. Normally depth of the trench is kept at 1.0 m but it may be more based on the topography of the land.
The area of the perimeter dyke is kept within a range of 1/9th – 1/8th of the plot area. The height of the dyke should be minimum 1 m, but it may be more based on the flood level of the area. Normally 0.5 m more height above the high flood level of the locality is suitable for the perimeter dyke.
General design:
Total area of the plot (70 m X 72 m) : 0.51 ha
Trench/ fish pond :
Total length of the perimeter trench : 170 m
Top width : 6 m
Bottom width : 3.0 m
Depth of trench : 1.0 m
Total trench area (6 m X 170 m) : 0.11 ha.
Dyke:
Total length of the dyke : 180 m
Base width : 3 m
Crest width : 1 m
Average height : 1 m
Total dyke area (3 m X 180 m) : 0.06 ha.
Paddy plot:
Length of the paddy plot : 60 m
Breadth of the paddy plot : 56 m
Total paddy area (60 m X 56 m) : 0.34 ha.
Rice: The package of practices as recommended by the Krishi Vigyan Kendra, Lohit
district for both the crops may be followed. Grow high yielding, intermediate height
or tall, long duration photoperiod-
- Apply FYM @ 5t/ha at the time of land preparation.
- Sow in dry condition well before the monsoon using 75 to 100 kg seed/ha. Use a spacing
of 20 cm in between rows. Line seeding, preferably dibble seeding using 4-
5 seed is desirable. Transplant if required, early by using aged and healthy seedlings. - Apply fertilizer @ 40:20:20 kg NPK/ha during sowing. However, in comparatively shallow water condition, apply 50% N at seeding and the rest after weeding.
- Do weeding with finger weeder in dry condition and/or with cono weeder in 5-
10 cm standing water. Fill the gap with seedling in sparse area. Avoid insecticides and herbicides. Use sex pheromone traps and light traps to monitor and control yellow stem borer and other insects. Use neem based botanicals @ 1% for controlling stem borer pest.
Fish: Release fingerlings(3-
- Release fish (carps) at 10,000/ha of water area. Among fish species, maintain a ratio of 35% surface feeder (catla and silver carp), 35% column feeder (rohu) and 30% bottom feeder (mrigal and common carp).
- Apply cow dung @ 6-
10 t/ha and 300- 500 kg lime/ha of water in monthly split doses. - Feed the stock daily @ 2% of body weight of fish with a mixture containing 80% of oil cake + rice bran (1:1) and 5% of fish meal.
Other crops: Grow crops such as watermelon, groundnut, sunflower, sesamum, mung bean,
cowpea, okra, pumpkin, bitter gourd, poi(Basella) with limited irrigation from stored
rainwater in the micro-
On bunds vegetables such as okra, Gourd, radish, brinjal and leafy vegetables before and during the wet season can be cultivated. During winter vegetables such as tomato, French bean, radish, bitter gourd, cucumber, cauliflower, cabbage, brinjal, pumkin and leafy vegetables are also recommended.

1,00,000 or more in the following years. Thus, this system increases farm productivity by more than 10 times, and net income upto 20 folds over the traditional system of rice farming. Rice- fish system generates additional farm employment also. - Conversion of very low-
lying unproductive land into productive units through proper planning. The system is ecofriendly and its different components like rice, fish, prawn, birds, animal leading to recycling of wastes of one another. Thanks to our new chief minister for taking up the issue of media reports about Nyishi community and bringing the solution.
The Times of India has mentioned that everything published was based on assessment of political circle. If the report was based on political circle, then are our elected representatives playing a communal politics? We don't mind a CM is from which community but this report has brought many questions to our mind. We are still confused.

In his letter titled "Stop the war of words"( 19 May), Mudang Obing asks the editor to stop publishing my protests against letters. Neither is I the editor of Arunachal Times, nor Obing. So neither do I hold any authority to demand from the editor that my letters should definitely be published, nor Obing possesses any moral right to command the editor to stop publishing my opinions.
Whether my letters will see the light of the day or not is the sole prerogative of the editor. Instead of engaging in a personal attack to malign me or trying to influence the editor to gag my voice, what Obing can do is to prove my comments wrong and himself offer a "better opinion" on the subject.

Give justice to my daughter
Dear Editor,
I would like to remind every citizen of Arunachal Pradesh and our nation regarding the helplessness of a poor father and his victimized daughter. If anyone remembers the headlines of Jan 14, 2011, it contained an incident regarding the rape of my daughter by her maternal uncle EE(PHED) Kirpa Pertin at Hotel Ballerina, Tinsukia on Jan 9.
I had filed an FIR at PS Roing which was forwarded to Tinsukia PS and the case was registered vide FIR No.30 under section 376 dated 11/01/11. All required formalities for necessary investigation were fulfilled by us.
An appeal was made to the MP (eastern parliamentary), MP (Rajya Sabha) and copies were forwarded to the Chief Minister, Ministers Home, Ministers PHED, MLA 42nd Dambuk, MLA 43rd Roing AC, Chief Secretary , Commissioner PHED, Secretary PHED, C.E.(PHED), S.E.(PHED), DC Roing, ABK President but none responded.
No action has been taken by the Government against the culprit Kirpa Pertin till now. I feel fully humiliated and dejected. Should we keep our hopes alive or is it again that Money and Power buries the cries of the poor and the helpless?
It seems the culprit Kirpa Pertin has taken bail at Guwahati High Court vide 438 CrPc without even getting arrested after absconding for 3 months and is now moving freely and shamelessly without any sign of guilt or remorse.
At the time of incident, he was working as EE (PHED) Khonsa and has been posted at Itanagar recently.
It is an appeal to every responsible citizen, voluntary organization, officers, student bodies, responsible NGO’s to kindly bear the cries of a poor father and his daughter.
I would especially appeal to the Govt. of Arunachal Pradesh, DC Roing, Women Welfare Societies, AAPSU, Adi Baane Kebang, AdiSU, DASU and every responsible citizen of our state to help me get justice.
Let us all check such kinds of evils. If today it is my daughter then tomorrow it can be your daughter, your sister or your mother. I am poor but not coward. I shall fight for my daughter’s justice till my last breath and do anything up to my limits even if law fails.
